Abstract

|
Recent globalization and liberalization trend requires individual countries to break from the independent and exclusive characters of a nation state and shift its function into a more open and tolerant state. As a part of this phenomenon, population migration between countries is inevitable, and its scale is expected to grow continuously. Foreign Workforce Policy based on the principle of national interest priority inevitably requires a control and management of foreign labor force influx. Such control is necessary because it not only influences foreign workers but also existing residents with respect to political, economic, and sociocultural interests. Further, it can be a critical issue regarding the maintenance of public order and protection of human rights. Social welfare system aims to carry out political function such as social integration and maintenance of social stability and political order. The purpose of this research is to examine the implementation methods of social welfare system on foreign workers and how individual policies function with regard to integration and control of foreign workers by analyzing the case of Germany.
